Is there a way to use Content Blocks to insert restricted content that only shows up when someone is logged in with the right account level?
If you mean restrict the content in the back-end editing view, then no. Anyone with access to the resource will be able to edit the entire resource content.
If you mean restrict the content in the front-end, you could use the templating to perhaps wrap the content with the Personalize snippet, providing a dropdown setting to let the editor choose who should be able to see it.
Front-end is what I was thinking.
