Remove bower_components from contentblocks

Hi,
My PHP-storm has just been going crazy during setup of a project that has ‘contentblocks’ standard in the core/packages. Somehow it kept complaining about Phantom.js somehow connected to ContentBlocks.
There is no need for bower components after you’ve build your package is there?

I think we may be refering to some dependencies directly from the bower_components dir, but I’ve logged an issue to see if we can ship a lighter package.
