Currently, in Content Blocks -> image input, When uploading an image that has the same name as one currently in the directory, it uploads the file and renames it with a _1.
Is there anyway to override this and allow the upload feature to overwrite the existing image?

No it’s not currently possible to disable that. It automatically does that on file media sources exactly to prevent what you’re trying to do. 
I suppose we could add a setting to it, but could you explain the use case? Preventing files from getting overwritten seems like a good thing to do in all cases that I can think of.
